The Coalition has said it hopes to fill an extra 2,000 jobs a year in the ICT sector with an overhaul of employment permits.
An additional 700 work permits will be given out with a cut in the processing time.
Jobs Minister Richard Bruton said: "This is a growth sector, we can say we can put an additional 11,000 people into this sector.
"There is a worldwide shortage, including a shortage that is variously estimated at over 3,000 within Ireland.
"We need to develop the skills here at home and we also have to recognise that successful clusters in the IT sector are a mixture of international as well as domestic talent."
